Property owners are now required by law to file compliance reports for parking structures. This presentation will review different types of parking structures, the maintenance difficulties and inspection nuances, the details of the code requirements, and lessons learnt in cycle 1A. 

Parking structures come in many forms and materials, whether it’s detached cast-in-place concrete, or a few levels below grade of an office building with concrete-encased, steel framing. In all cases, these structures are home to a caustic environment thanks to the regular exposure to oil, gasoline, and de-icing solutions that come from their primary occupants. Owners of parking structures are required to have structures inspected by an engineer and submit compliance reports every six years as of January 1, 2022. This presentation will go over the data that is relevant to parking structures in NYC that informed the development of the Code and Rule. This presentation will also delve into some of the details of how one can become a Qualified Parking Structure Inspector (QPSI). The presentation will also discuss the early initial observations.

Olga Sluto, RA  is the Assistant Commissioner at the NYC Department of Buildings with the Existing Buildings Compliance division and has about 20 years of experience in the industry. In her role she oversees the technical, inspectorial and administrative operations for Facades, Parking, Retaining Walls, Compromised Buildings, Forensic Engineering, Sidewalk Shed Monitoring and Removal, and Concrete Inspections programs. Prior to joining DOB Ms. Suto worked as an architect in the private sector in NYC where she worked on various building designs including residential and commercial renovations and additions.  

Marco A. Frías, PE holds a Bachelor’s and a Master's degree in Civil Engineering (Structures) from The City College of New York (CUNY). Marco is also an Ingeniero Técnico de Obras Públicas from Universidad Politécnica de Madrid (UPM). Marco is registered as Professional Engineer (PE) within the New York State Education Department since 2012.

Marco has about ten years of experience in the private sector in the field of structural engineering, where he has worked as a design engineer in different roles at places such as GACE (Goldstein Associates Consulting Engineers) and other private companies in Spain.

Currently, and for the last eleven years, Marco is a civil servant at the New York City Department of Buildings (DOB), where he is a civil engineer specializing in structural engineering. He is currently the Executive Engineer in the Existing Building Compliance division.  Prior to this position, Marco was in the Forensic Engineering Unit (FEU) for 10 years and served as Director for approximately 4 years.

As part of his role at DOB, Marco has been involved in the criminal investigation of several high- profile cases. For example, he was part of the investigation and acted as an expert witness in court for the Kings County District Attorney involving a fatal accident that took the life of a 5-year-old girl in Brooklyn. Similarly, he was part of the investigative team for the case of a partial parking structure collapse in downtown Manhattan, which occurred in April 2023.

Additionally, Marco has represented DOB at multiples incidents where buildings were structurally compromised as result of fires, gas explosions, vehicle impacts, long term neglect, and sudden collapses. Marco’s role in these incidents was to act as a structural engineer, evaluate structurally instabilities of buildings and coordinate actions to protect the public and coordinate emergency stabilization or demolition by private owners, engineers and contractors, as well as different city agencies: NYCEM, NYPD, FDNY, HPD, IAD.
