Panelists

Luciana Balsamo graduated from Columbia University in 2009 with a Master of Engineering degree in Structural Engineering, followed by a degree in Engineering Mechanics from the University of Bologna in 2010. She then earned her Ph.D. in Structural Engineering from Columbia University in 2015, where she also spent a year as a post-doctoral research fellow. Her research during this period focused on structural health monitoring, contributing to advancements in the field through innovative techniques and methodologies. In 2016, Luciana joined the Thornton Tomasetti Forensics team, where she has since become a senior associate. Her role involves specializing in structural analysis and investigations, with a particular emphasis on structural health monitoring, structural failure investigations, fire investigations, peer reviews, and the design and assessment of various building types. Luciana’s work is characterized by her ability to address complex engineering challenges with practical and effective solutions. For instance, she has provided critical repair recommendations for a football stadium that suffered a fire incident during its construction phase. Additionally, she worked with a team who played a key role in the redesign of a concrete plenum for a train station, employing Performance Based Fire Engineering principles to enhance safety and resilience.

Tom Nunziata is a licensed P.E. and S.E. with 13 years of experience in the structural design and assessment of buildings. In his current role as a Natural Hazards consultant with TÜV SÜD Global Risk Consultants (GRC), Tom primarily evaluates seismic, windstorm, and flood risk to structures all over the world.  Projects include loss assessments to existing building and renewable energy sites, developing recommendations to clients regarding building use and investment decisions, and facilitating of structural retrofits considering modern engineering practices and standards. Assignments have brought him to facilities throughout Asia, Europe, and North America. Prior to GRC, Tom worked as a structural engineer for companies such as Thornton Tomasetti and Nabih Youssef & Associates in California, and he also spent nearly 4 years living abroad in Paris, France. Tom holds a Masters Degree in Structural Engineering from the University of California Berkeley, and a Bachelors Degree in Civil Engineering from Rutgers University. He is currently based in Hoboken, New Jersey.

Victoria Ponce de Leon is a Principal and Building Sector Portfolio Manager at TYLin | Silman Structural Solutions. She designs and manages renovation, adaptive reuse, and new construction projects for clients in the public/municipal, K-12, higher education, commercial, residential, and cultural sectors. Thus far she has worked on over 265 projects and is a licensed professional engineer in the states of New York, New Jersey and Connecticut. Victoria Ponce de Leon has a Bachelor of Civil Engineering degree from Stevens Institute of Technology and a Bachelor of Science, Physics degree from New York University.

Benjamin Reich has over fifteen years of experience related to the design, testing, and installation of complex building envelope systems on a variety of project types, including office, residential, hotel, transportation, laboratory, museum, gallery, industrial, and restoration projects. While part of the Facades team at DeSimone, Mr. Reich has overseen the design and construction of 30 Front Street, a 26-story, 175,000 sf mixed-use development in Brooklyn, the redevelopment of an existing 1920’s era manufacturing facility into a life science laboratory and office development in New York, and the construction of a new cruise terminal for MSC in Miami. He is currently overseeing the design of the Bruce Springsteen Archive and Center for American Music at Monmouth University in New Jersey, as well as a new residential project in Brooklyn, office projects in New York and Miami, and laboratory projects in New York and Boston.

Sam Singer has over 16 years of professional geotechnical engineering experience with Langan Engineering. He has managed geotechnical consulting and field work from design through construction, while coordinating among multiple engineering disciplines. He manages a team of staff and project managers to investigate below-ground challenges and to form effective solutions. Sam has been a part of over 100 privately-developed projects (small additions to billion-dollar developments), and projects in the public sector (School Construction Authority, NYC Housing Authority, NYC Economic Development Corporation). The majority of his projects are located in the greater New York City region. He has conducted inspections and oversight during below-grade construction on dozens of projects across New York City. Notable projects which Sam has managed geo-structural aspects of design include: the NYU John A. Paulson Center, the American Museum of Natural History Gilder Center, NY Presbyterian Brooklyn Methodist Hospital, 1 Greenwich Lane, 7 Bryant Park, NYCHA flood resiliency projects, and dozens of public schools.
