Speaker:Tim Lynch, PE, Chief Engineer of Enforcement at NYC DOB
Event Description:
The Department of Buildings Continuity of Operations / Emergency Management Team in collaboration with SEAoNY SEER Committee for Disaster Preparedness will discuss and perform an annual training exercise for compliance with Executive Order #107.
This training will familiarize attendees with:
New York City Continuity of Operations Program (COOP) requirements and procedures – operational plan for preparedness, response, and recovery.
How to conduct a Rapid and Detailed Structural Damage Assessment using GIS Apps, based on ATC 20/45 Industry standards
The Construction Codes standards for design, construction, and maintenance of buildings/equipment as they relate to risk mitigation for protecting public safety, health and welfare, and advance sustainability and resiliency goals.
Emphasis will be giving to:
Global Positional System the Collector for ArcGIS Application
Incident Command System (CIMS) structure
Speaker Bio: Tim Lynch is a New York State licensed Professional Engineer and certified Site Safety Manager with over 30 years of structural engineering design and construction experience.Mr. Lynch is the Chief Engineer for the Enforcement Bureau for the City of New York’s Buildings Department where he has served in a number of senior titles since 2005. Mr. Lynch’s duties are as follows:
- Code development: focusing on the complex issues related to the structures and maintenance of our 1.1M existing buildings. This work includes publishing technical papers and participation in a number of technical committees and professional organizations
- Inter-agency communications and initiatives: 2nd Ave Subway, DUMBO infrastructure reconstruction, Governors Is improvement,

Performing regular site visits and engineering audits and writing reports on complex building fires, collapses and building’s related ,

Developing and performing internal and external training programs,

Responding to large and small scale fires, building collapses and natural disasters by assisting and overseeing our teams of engineers and inspectors and first responders (OEM, FDNY, HPD..). Most recently, Mr. Lynch performed and oversaw building evaluations in Puerto Rico for residential buildings and essential facilities damaged during Hurricane Maria and the recent earthquakes in Gaunaca and Guanica.

Outreach to our professional and contracting community regarding the current and prior codes governing the prescriptive and performance design and structural behavior of the New York City’s 1.1M existing buildings.

Expert and fact witness for complex court cases and special legal assignments.
Prior to becoming the Chief Engineer of Enforcement, Mr Lynch developed and oversaw teams of engineers, architects, inspectors and administrators for the Forensic Engineering Unit, the Façade/Local Law Unit, the Retaining Wall Unit, the Compromised Buildings Unit, Concrete Enforcement Unit and the Cooling Towers Unit.
