NCSEA
The National Council of Structural Engineers Council was formed to
constantly improve the level of standard of practice of the structural
engineering profession throughout the United States, and to provide an
identifiable resource for those needing communication with the profession.
NCSEA serves the needs of a variety of entities including architects,
Building Code enforcement authorities, construction industry, disaster
response organizations and many others.
The mission of NCSEA is to improve and enhance the image of structural
engineers and secure respect for the profession well into the future.

SECB
In an effort to promote the public welfare and to aid stakeholders in
selecting professional engineers qualified to do structural design, the
National Council of Structural Engineers Association (NCSEA) met to find a
solution to the problem that State licensing Boards have been ignoring for
years. At NCSEA's 1998 Annual Conference in Portland, Maine, the idea of
self-certification was proposed and discussed, as frustrated delegates
searched for a solution. An ad hoc certification committee was formed; and
the topic was discussed and researched for several years, until a vote was
taken after the 2003 Annual Conference in Denver, Colorado. That vote
authorized NCSEA to form the Structural Engineering Certification Board
(SECB); and certification in the practice of Structural Engineering was
born.
The Structural Engineering Certification Board was formed to identify those
professional engineers with the additional education, experience, and skills
that are particular to the practice of Structural Engineering.
Certification in the practice of Structural Engineering is not intended to
supplant the licensing and regulatory rights of States and other legal
jurisdictions of the United States. In fact, licensure by a recognized legal
jurisdiction is a prerequisite to becoming certified in the practice of
Structural Engineering.

SEERP
The major task of this committee will be to prepare a manual outlining a
comprehensive Structural Engineering Emergency Response Plan
(SEERP). The primary focus of the SEERP will be to develop the
framework for an immediate response by structural engineers to perform
structural assessments after a major disaster has occurred. The use of the
SEERP will result in the implementing states having teams of structural
engineers ready to efficiently and safely respond to a structural disaster
when requested to assist a government agency or similar entity.
Some of the detailed information provided in this manual will include:
- Assembling and managing structural engineering emergency response
teams.
- Guidelines for performing building assessments after a major
disaster (This would be a modified ATC-20 type system)
- Guidelines for performing transportation structure assessment after
a major disaster.
- Presentation of site safety information and legal considerations of
the emergency response system.
- Present information explaining the operations of federal agencies
and other organizations that lead emergency response efforts.
- Suggestions for coordination of regions of United States to provide
assistance to a state or states within their region.
- Providing Resource Information: Information on training programs,
agency contact information, standard forms (field documentation, engineer
volunteer information forms, legal documents etc.)
The preparation of this document shall be done in an expedited, yet
comprehensive, manner.
