Classifying NYC's Housing Stock. Clarifying a Vexing Issue

Private or Public? Residential or Commercial? Warehouse or Manufacturing? Multiple dwelling or single family? Fireproof or Non-fireproof? Wood framed or masonry? Steel or Concrete? New construction or old? Landmarked or non-Landmarked? Depending on who's speaking, these are just a few of the ways our colleagues attempt to characterize one or other building they happen to be interested in or working on or researching. Does mixing up vernacular / "term of art" classifications with legal definitions matter on a competently researched individual building? Probably not so much. In reality, having some knowledge of historic and current classifications as referenced in NYC's numerous codes helps unlock the laws and specifications (prescriptive /performance) that define what was understood to be a safe and code compliant building.
Speaker Biography
Timothy D. Lynch PE is a Chief Engineer/ Enforcement Bureau for the NYC Department of Buildings. Lynch coordinates high level engineering reviews for complex construction projects; perform site visits on structurally complex unsafe buildings and assessment and stabilization efforts on complex building collapses due to fires, explosions, weather events. He works on existing building code and construction techniques, 19th and 20th Cent and prior code research; code development; data analysis on 1M building stock to determine risk and structural stability and predictive analysis. Performs training and outreach to the public, FD, OEM, and technical and inspectorial staff; interview prospective employees; perform legal work such as depositions, fact and expert witnesses; write Commissioners Orders and reports.
Timothy Lynch is currently a registered Professional Engineer in New York. He received his diploma in Civil Engineering (Structures and Management) from the College of Technology, Ireland and a Bachelors Degree of Engineering from Queens University, Northern Ireland. Lynch has been published in “Design and Construction of Guastavino /Catalan Tile Construction”; “NYC Snyder Schools, Project Management for Historic Construction”; “NYC HRCO: High Risk Construction Operations: Excavation Regulatory, Design and Construction Initiative”; and the “NYC DOB Guidelines for Excavation and Major Unit”.
